Question mark over Nepal's Sovereignty: Nepal-India Border Security Concern

Subject: Entry of Indian SSB into Nepali soil with gun is subjected to violate/breach the agreement between Nepal-India in India-Nepal border related agreements

Indian SSB entering into an Nepali border is not the new act. If we look back at the incidents, there has been numerous reported incidents where SSB entered into Nepali Soil without any permission breaching an agreement between Nepal-India on border related topics. 

What Government of Nepal did?
In each of the reported cases (serious concerns), Ministry of Federal Affairs, Government of Nepal issued an statement and immediately asked Indian Embassy to check the SSB activities in border side. In one of the reported incident, they arrested the 13 SSB as well. After getting an apology and commitment from Government of India, Armed Police Force (APF), Nepal released those 13 SSBs. 

Current Issue, 8th March, 2017 onward: 
There was the claim by Nepali citizens from borderside area, Kanchanpur District about SSB entering into an Nepali soil and creating violence entering each houses in forceful manner. 

Locals protested on that incident. Protest happened in nearby areas or the areas of no man's land (as per claim from both side). SSB fired which hit one Nepali (there is footage of the protest and gun shot available in the media) leading to death.  
Indian Embassy claimed that, "Nepali forcefully entered into Indian soil and tried to create nuisance and disrupt the peaceful environment. In order to control the scene, they were forced to fire. Unfortunately, one Nepali was killed." With similar statement, Government of India is putting blame on Nepal and its citizen for forcefully entering the Indian soil to cause violence.

Maybe, Nepal can't do anything about that as technically don't have that much of evidence. 

However, they do have clear evidence of SSB entering into the Nepali soil the day earlier. Can't the Government of Nepal take action on the basis of same? Isn't the words from locale sufficient enough to take action against SSB? 

If previous government can take action in similar cases than why can't this government?
Logically, Ethically, Intellectually, Government of Nepal got the right to take action. But Why are they staying silent?
Where is Ministry of Federal Affairs? Isn't their duty to protect the Nepali people in any of the security related concerns? What action they took after the incident?
 Will local be able to see MOFA investigating the issue and
taking action against SSB?

With the above question, the BIG question arises, 
Do we even have our Government?
Do we even have our own values?
Do this government take care of Nepal and Nepali in terms of security?

Even with proof and evidences, if they fail to take any charges or react and claim against an SSB or an Indian Government for the activities of SSB in Nepali soil, the answer would be

Kathmandu Valley is the 3rd most polluted city in world: Is It???

Few days back, there were headlines in national newspaper stating the Kathmandu Valley being third polluted city  around the world which caught my eyes. Kathmandu Valley due to its geographical structure, continuous influx of population from all around the country, presence of more than 100 brick kiln industries, ever increasing number of vehicle and the emission caused by them, unplanned solid waste management strategies (no sanitary landfill site), limited drinking water supply as per demand, unplanned construction activities, etc. are the leading problem behind these pollution. But still, it was eye catching fact that Kathmandu Valley being third polluted city. The same surprise dragged me to check the research based site.
